The core of this phd dissertation is a comparative cross section study of forty six countries and jurisdictions in the context of the compliance with the anti money laundering and combating terrorism financing regime (aml-cft). The study is primarily based upon the results of countries mutual evaluation assessments provided by international organizations such as international monetary fund (imf), world bank (wb), financial action task force (fatf) and fatf style regional bodies (fsrbs).. Despite countries acceptance of international standards against terrorism financing, this has not caused general implementation into national law. The results of my quantitative and qualitative analysis show that the observance of these recommendations is still generally a failure in legal, preventive, institutional and international cooperation areas and that the level of effectiveness varies depending on a large number of factors, not been the income the most relevant. Secondly, the lack of support at the political level slows progress in the application of effective aml/cft regime, and the quality of the national governance and control of corruption are the main determinants which explain why the current countries analyzed are at varied stages of readiness. Given the nature of the threat and in the light of the findings of this research, international and regional cooperation seems to be critical in obliging loophole countries to cooperate in the fight against terrorism financing.
