Following the bologna declaration in 1999, the spanish public university has tried to ensure the quality of its functions. Whereas quality management in teaching has been studied deeply, associating it with industrial models of proven success, the research function of the university has been tried to control it by means of the basic indicators of science. At a time when the scientific community are beginning to complain about the terms in which science is developed, this investigation provides an r&d management model, specially designed for university departments of technical and scientific fields, that chases a quality innovation management focused in the process and which gives emphasis to self-assessment as a tool for achieving excellence. the designed model is a hybrid of four theoretical models of guaranteed success in the fields of quality management and innovation management. The selection of the four theoretical components of the model has been made after an extensive documentary analysis, with the main specification of making compatible the hybrid model with the main standard for quality management in spain, the une 166,000. Specifically, the four theoretical models that fuel the model are: the business process management, the pdca cycle, the modified chain-linked model and the efqm excellence model. the first model obtained in the design phase is structured around 6 criteria, 20 guidelines and 125 items. Its scoring system includes 6 levels of evidence based on percentages or degrees of compliance. after obtaining the first configuration of the model, it is subjected to judgment and evaluation by 21 experts in university management. The experimental procedure concludes with a psychometric analysis which reduces the number of items from 125 to 69, merges 2 guidelines, resulting 18 in the final configuration, and maintains the 6 criteria. finally, the investigation highlights its conclusions and contributions, and suggests future research directions
