Analisis y evaluacion del desempeño de alianzas internacionales el caso de los hidrocarburos bolivianos

Tesis doctoral de Luz De Los Angeles Davalos Zelada

The recent decades have testified the beginning of the global business these landslide changes have led to an increasing number of companies looking for opportunities on international markets realizing that often corporation competitiveness depends on the skills to develop successful interchanges. Following these ideas alliances are not a new concept its use has been part of social and political foundations of the companies results obtained have attracted the attention of managers since any strategy has to be clearly evaluated in terms of this success but in spite of this interest the performance of the alliances remains as one of the least understood aspects partly due to the empirical obstacles implying its evaluation. This lack brings over the question about what really means the performance of an alliance we notice that in the literature there are two «locations» for this evaluation: the alliance it self and the partners. On one hand, when alliances are seen as separated entities the performance is the one of this unconnected entity in terms of for example, profitability or growth it is necessary do not lose of sight the search of economic benefits as the base of any collaboration strategy. On the other hand due to the fact that partners companies use alliances to achieve certain objectives the performance should be measured in terms of the results for the partners. Lamentably the partners often have different interests in a secret or demonstrated mode, so the criteria of measurement are divergent and frequently unique in spite of all this perspectives the existing literature continues fragmented and the global adequacy of the performance between the associates has not been appropriately explored. The alliances for gas and oil production go from licenses to contractual agreements and frequently need the establishment of a relationship between public and private organizations but the principal aim of an international hydrocarbon company is to achieve the maximums benefits while the domestic hydrocarbon enterprise of a host country is principally interested in maximizing the economic value of the possessed resources. Is not surprising that both aims frequently are against each other. Bolivia is a representative case of this situation this country possesses the second biggest gas reserve of the continent. These reserves are significant not only because of this volume, but its indispensable character for the whole region without it bolivia is placing in the situation, slightly encouraging of a small persian gulf surrounded by countries eager to have gas the general objective of this investigation is to analyze and to evaluate the performance of the bolivian alliance by means of an approach that integrates the points of view of the partners and the alliance it self we develop also a framework for analysis and evaluation of the performance of alliances that takes in to account the objective and subjective aspects of these relationships. This project is based on a realistic paradigm with a qualitative approach and a case study methodology these options allow us to represent the fact that knowledge about the performance of an alliance supposes not only a positivist analysis, but besides the understanding of its sense by part of whom produce it and live it. We use the methodology of case study with a descriptive aim, but further we search to evaluate and to enrich the existing theory by means of a methodological contribution our conclusions shows that we have evaluated the alliance in charge of bolivian hydrocarbons, we have done this using a structure for the evaluation of the performance of international alliances based on six basic dimensions that allowed us to consider the point of view of the associates and of the alliance it self.
